(Proclamation No. 538) February 11, 2013 (Monday) — was declared as a special (non-working) day in Iriga City, Camarines Sur, which will be marking its Tinagba Festival (an ancient First Harvest Offering of Bicolanos). That same day will also be the feast of the Our Lady of Lourdes.
(Proclamation No. 539) February 12, 2013 (Tuesday) — was declared as a special (non-working) day in the city of Kidapawan, Cotabato province. It will also mark the 15th Foundation Day after it became a city on February 12, 1998 by virtue of Republic Act No. 8500 signed by then President Fidel V. Ramos.
The city of Kidapawan hailed as “The Spring in the Highlands”, from the words “tida“, which means “spring” and “pawan” meaning “highland”.
(Proclamation No. 540) February 18, 2013 (Monday) — was declared as a special (non-working) day in the city of Bayawan, Negros Oriental in celebration of the Tawo-Tawo Festival of the city. The Tawo-Tawo or scarecrow had been known to be an effective scare to drive away birds feeding on the ripening rice grains. This festival has become part of the culture of the city being the rice granary of the province of Negros Oriental.
(Proclamation No. 541) February 18, 2013 (Monday) — was declared as a special (non-working) day in the province of Northern Samar in commemoration of the centennial birth anniversary of the late Congressman Eladio T. Balite of the province. The then Northern Samar Congressman Balite and Congressman Felipe J. Abrigo of Eastern Samar authored Republic Act No. 4221 that divided Samar into three: Northern Samar, Eastern Samar, and Western Samar.
(Proclamation No. 459) February 25, 2013 (Monday) — “People Power Day” — was declared as a special holiday to be observed only by all schools in all levels throughout the country in commemoration of the 1986 EDSA Revolution.
According to the Department of Labor and Employment (DOLE), “February 25 is an ordinary work day and no premium is required to be paid for work on said day.”
Furthermore, DOLE specifies that “employees in private schools, whether academic or administrative personnel, shall be paid in accordance with rules for pay on special non-working days as stated in Labor advisory no. 6., s 2012.”
